Dennis Ross served as President Clinton's chief negotiator to the Arabs and Israelis from 1993 to 2000. He was head of the State Department's Policy Planning Staff during the George H. W. Bush administration and served on the National Security Council staff and in the Pentagon during the Reagan administration.
